I use IrfanView. Load an image and press Ctrl-R to resize: enter there 100x100 size (or whatever max size is allowed here) and choose best quality.

Thanks Alextp. Basically i just have to resize an image, so Imagine should do it also.
I don't have IrfanView installed and i use imagine all the time to view images.

For PNG avatars you should use IrfanView because of the PNGOUT plugin that produces very small PNGs:
http://advsys.net/ken/utils.htm

You can also use XnView which has a compression level 10 included, but it's mostly not that effective as PNGOUT.

GIFs you can shrink with Trout's GIF Optimizer:
http://chemware.co.nz/tgo.htm

For JPG avatars you can use whatever you want. ;)

That's why one uses PNGOUT standalone. ;)
